Google: What happens when one page has two links to the same URL? (video)

Matt Cutts, head of the webspam team at Google, made a video reply to a question submitted at Google Webmaster Help.

The question was:

What impact would two links on a page pointing to the same target, each using different anchor text, have on the flow of PageRank?
